You can’t turn fat into muscle. Those are two completely different things. You can lose fat and build the muscle you have.

I would recommend doing lots of push-up. Anything that works the upper body should shave off the fat in the chest.

Well you wont actually be “turning” them into muscle. The more muscle you have the more calories you burn, so excercising would help rid that fat, but, i would run or something also to lose the fat first and quicker bc if muscle builds up under the fat too quickly if could make them bigger.
And remember dont spot reduce that doesnt work—-i mean you cant pick where to lose weight, your body does according to what it needs and its current status.
So eat right, excercise (muscular and cardiovascular), and controll your metabolism by eating more small meals instead of just a couple big ones and dont eat about 4 hours before bed.
So i guess if you dont want man boobs or want big pecs will help you decide what to do.
